Ok, what is a window covering valence?

  2. The valance is the small curtain up at the top of the window in your photo, the multi colored one.
  3. When you go to Penney's, ask them to show you how to hang it. They do have the rods too. You can put up 2 rods, even 3 on a set a fixtures you screw in at the edges. Normally, the sheers go first on the window, then the drape, then the valance. Sometimes you have a custom valance board and that is a shelf type board put up with "L" brackets. It usually is covered with polyester batting and then the fabric and is stapled on. Look at all of them when you go to the store.
  4. If you don't spend much time thinking about curtains, it may help you to visualize a valence as a sort of box that hides the ugly bunched-up curtain tops. An alternative is hanging a ruffle to cover the curtain tops instead of a valence. You can do that cheaply on a sewing machine or get a seamstress to help you. And yes, if you want to go the whole nine yards, the valence covers the sheer (privacy) curtain that goes next to the window pane, as well as a heavier curtain to be drawn when you want to keep out light or cold.
