What can I use use for color, and to dress up a lond span pf vertical blinds?

I have a 26' span of vertical blinds in my living room. They look nice with the factory supllied header. But I would like to add some color to the top, but have very little money to work with. Any inexpensive suggestions?

1. You could add a cornice made of foam board and covered in fabric.
